Amends AS 44.99.040(a) to prohibit state and municipal agencies from using assets to enforce federal marijuana laws that are inconsistent with Alaska state law under AS 17.38.

Prevents state and municipal agencies from using assets to implement or aid in federal requirements that infringe on Second Amendment rights or deny due process rights under Alaska or U.S. Constitution.

Defines marijuana using the meaning given in AS 11.71.900 for purposes of this prohibition.

Act takes effect immediately upon passage under AS 01.10.070(c).
