Changes minimum operating hours requirement for alcoholic beverage license renewal from 30 eight-hour days to 240 hours during each of the two preceding calendar years.

Allows transfer of beverage dispensary and restaurant/eating place licenses for tourist facilities without requiring the prospective transferee to meet all original applicant qualifications under AS 04.11.400(d)(1).

Permits renewal and transfer of beverage dispensary and restaurant/eating place licenses if the holder operates a qualifying hotel, motel, resort, or similar tourist business with required dining/kitchen facilities and maintains minimum rental room numbers from initial licensure.

Adds outdoor recreation lodge licensees as an eligible license type that may be authorized under local option provisions in municipalities and established villages.

Makes local option provisions applicable to outdoor recreation lodge licenses issued before, on, or after the effective date of the Act.
