Amends AS 46.08.070(a) to allow exceptions to cost recovery requirements for oil and hazardous substance cleanup and containment.

Establishes a waiver provision allowing the Department of Environmental Conservation to waive all or part of response costs for releases from heating or electrical power equipment in residential buildings with no more than four dwelling units, if four conditions are met.

Requires written findings that the person did not willfully or negligently fail to comply with spill prevention requirements, took immediate containment measures, and provided reasonable assistance to the department and other responding entities.

Authorizes the department to adopt regulations to implement the waiver provisions under AS 46.08.070(e).

Makes sections 1-3 retroactive to January 1, 2018, with the act taking effect immediately upon passage.
