Prohibits the Department of Health and Social Services from receiving or expending funds for family planning services under Title X of the Public Health Service Act (42 U.S.C. 300-300a-8) to make grants to or contract with entities that perform abortions.

Prevents the department from funding organizations that maintain or operate facilities where abortions are performed.

Defines "abortion" by reference to the definition provided in AS 18.16.090.

Amends AS 18.05.030 by adding a new subsection (b) to establish these restrictions on the use of Title X family planning funds.
