HB 31 Summary

• Requires police officer training to include at least 12 hours of instruction on domestic violence and at least 12 hours of instruction on sexual assault as a condition of appointment.

• Establishes police training program requirements covering laws, investigation techniques, case management protocols, victim resources, prosecution procedures, protective orders, and victim notification for domestic violence and sexual assault cases.

• Allows sexual assault victims who are 18 years or older and not vulnerable adults to choose between a law enforcement report or anonymous report when obtaining medical forensic examination with evidence collection.

• Requires law enforcement agencies and state departments to conduct annual inventories of untested sexual assault examination kits by September 1 and report findings to the Department of Public Safety.

• Mandates the Department of Public Safety to report annually to the legislature by November 1 on the number and collection dates of untested kits and provide a plan to address and prevent backlogs.

• Takes effect July 1, 2018.
