Amends the definition of "commercial motor vehicle" in AS 19.10.300 and AS 19.10.399 to expand the criteria for what constitutes a commercial motor vehicle under Alaska law.

Changes the weight threshold for intrastate commerce vehicles from "greater than 10,000 pounds" to "10,001 pounds or more" and adds a new category for vehicles transporting hazardous materials requiring placarding.

Eliminates the 150-mile distance restriction for covered farm vehicles, allowing farm vehicles to operate anywhere in the state without being classified as commercial motor vehicles, provided they meet registration and operational requirements.

Adds definitions for "covered farm vehicle," "school bus," and "school bus operations" to establish exemptions from commercial motor vehicle regulations for these vehicle types.

Clarifies that school buses used for school bus operations and vehicles owned/operated by the federal government (with limited exceptions) are not classified as commercial motor vehicles.
