Makes animal and crop importation records confidential and exempt from Alaska Public Records Act disclosure if they identify a particular animal, crop, business, or individual.

Protects voluntary animal and crop disease or varietal test results and samples from public disclosure when owners voluntarily submitted them or were legally required to submit them to the Department of Environmental Conservation or Department of Natural Resources.

Allows disclosure of confidential records when the Department of Environmental Conservation or Department of Natural Resources determines there is a threat to animal, crop, or public health or safety and disclosure is necessary to address that threat.

Permits the Department of Environmental Conservation to disclose records to the Department of Natural Resources upon request for programs designed to increase consumer awareness and consumption of Alaska agriculture products identified by the "Alaska Grown" trademark, with confidentiality maintained by the receiving department.

Authorizes both departments to adopt regulations necessary to implement the act, effective under the Administrative Procedure Act.
