Amends AS 33.30.015(a) to allow prisoners to use computers approved by correctional facilities only for employment, reentry services, legal purposes, education, or vocational training purposes.

Adds new subsection (b) to AS 33.30.026 requiring the commissioner to determine that rehabilitation and reentry service payments promote community-based and culturally relevant services suited to help individuals remain in their chosen community.

Exempts contracts with providers of rehabilitation and reentry services for prisoners from Alaska's State Procurement Code requirements under AS 36.30.850(b).

Commissioner may consider service availability, cost effectiveness, and likelihood of assisting individuals to remain in their chosen community when authorizing rehabilitation and reentry service contracts.
