Requires legislative confirmation by majority vote in joint session for all Alaska Permanent Fund Corporation Board members except the commissioner of revenue, who continues to be appointed without confirmation.

Mandates confirmation by majority of legislature in joint session for public board members upon reappointment for their four-year terms.

Requires gubernatorial appointments to fill board vacancies to be confirmed by majority of legislature in joint session, with interim appointments allowed when legislature is not in session pending confirmation at next session.

Exempts current board members serving on the effective date from new confirmation requirements, but applies confirmation requirements to any members who are subsequently reappointed.

Takes effect January 1, 2019.
