Authorizes the commissioner of natural resources to disclose confidential information during royalty or net profit share audits or appeals relating to oil and gas when required by the audit or appeal, or when the commissioner determines disclosure is necessary.

Requires the commissioner to provide notice and an opportunity to be heard to all parties to the audit or appeal and any third party whose information will be disclosed before disclosing confidential information.

Mandates issuance of a protective order limiting access to disclosed information to legal counsel, consultants, employees, officers, or agents of a party, with access only when necessary for the audit or appeal and use limited to matters related to the audit or appeal.

Clarifies that confidential information can be disclosed in connection with official investigations, including royalty or net profit share audits, appeals, or department proceedings, notwithstanding existing confidentiality requirements.
