Amends Alaska Statutes Section 28.01 by adding Section 28.01.017 to authorize municipalities to adopt local ordinances regulating cellular telephone use while driving.

Municipalities may prohibit cellular telephone use by drivers while operating motor vehicles on school property or in active school zones designated under the current Alaska Traffic Manual.

Municipal ordinances cannot prohibit hands-free cellular telephone use, allowing drivers to use speakerphone or Bluetooth-connected devices.

School zones must be designated under the current edition of the Alaska Traffic Manual prepared by the Department of Transportation and Public Facilities.
