Removes requirement that bail conditions be the least restrictive conditions necessary to ensure court appearance and community safety from AS 12.30.011(j)

Adds new subsection AS 12.30.011(m) prohibiting judicial officers from weighing a person's pretrial risk assessment score greater than any other factor when determining release conditions

Repeals AS 12.30.006(b)(3) and AS 12.30.011(b) through (f) and (k), eliminating various bail and release decision provisions

Constitutes an indirect amendment to Rule 41, Alaska Rules of Criminal Procedure, by changing factors for release decisions and setting release conditions

Applies to offenses committed on or after the effective date and takes effect only if Section 4 receives a two-thirds majority vote in each house as required by the Alaska Constitution
