Amends Alaska dental licensure law to add a new temporary permit category allowing the Board of Dental Examiners to issue permits for dentists substituting for incapacitated dentists licensed in the state.

Applicants for temporary permits must hold an active license from another U.S. state or territory dental board issued after examination and pay required fees, with other qualifications established by regulation.

Temporary permits are valid only to treat patients of the incapacitated dentist at the licensed business address and cannot be issued if another dentist can reasonably substitute.

Initial permit validity is 90 consecutive calendar days, extendable for an additional 60 days upon request, with a maximum of 240 days within any 24-month period, unless the board determines extended services are necessary and receives clearance from the National Practitioner Data Bank and Drug Enforcement Administration.

Fee for temporary permit is one-fourth the biennial license fee plus appropriate application fee; "incapacitated" is defined as a health condition preventing dentistry practice for more than 30 days; effective date January 1, 2019.
