AK HB35

Establishes the Safer Alaska Streets and Communities Fund in the general fund, with annual appropriations limited to the lesser of $7,380,000 or 90 percent of any reduction in community assistance payments between fiscal years 2017 and 2018.

Distributes fund payments to municipalities, eligible reserves, and eligible communities proportionate to their basic community assistance payments, with required use limited to police protection, fire protection/emergency medical services, or other services the governing body prioritizes.

Requires the department to identify incorporated nonprofit entities or Native village councils willing to receive and spend payments on behalf of communities and reserves, with Native village councils required to waive immunity from suit.

Establishes eligibility requirements for communities in boroughs or unified municipalities, requiring at least three of seven specified services (fire protection, emergency medical, water/sewer, solid waste, road maintenance, public health, or search and rescue) to be available to residents.

Takes effect July 1, 2017.
