Adds Chapter 90 to AS 06 to authorize ATM owners to charge fees for transactions accessing accounts from international financial institutions, unless prohibited or conflicting with federal law.

Defines "automated teller machine" as an electronic device that dispenses cash in connection with a credit, deposit, or checking account at an international financial institution.

Defines "international financial institution" as a person organized and licensed under foreign country laws to engage in banking business, which includes offering deposit accounts, making loans, and conducting other financial transactions.

Takes effect immediately upon enactment under AS 01.10.070(c).
