Requires minors adjudicated delinquent at age 16 or older for crimes against persons or felonies to submit DNA samples for the state identification registration system.

Establishes that juvenile probation officers are employed by the Department of Health and Social Services and clarifies their arrest powers and duties related to probation violation enforcement.

Adds juvenile probation officers, detention facility staff, and treatment facility staff to the list of mandatory reporters of child abuse and neglect.

Repeals the requirement for administrative revocation of a minor's driver's license for alcohol or drug consumption/possession violations.
