Allows applicants to register to vote through permanent fund dividend (PFD) applications by including required voter registration information on the PFD application form.

Permits voters who cannot provide required identification numbers to submit alternative forms of identification including driver's license, state ID, photo ID, birth certificate, passport, or hunting/fishing license.

Requires the director of elections to notify applicants of their registration status and removes the requirement that applicants must affirmatively decline registration within 30 days.

Mandates the Department of Revenue provide voter registration information from PFD applications to the division of elections on a schedule established by rule, unless applicants decline to provide the required information.

Changes take effect January 1, 2019 for PFD applications filed on or after that date; remainder of act takes effect immediately.
