Requires health care insurers offering group or individual health care insurance plans in Alaska to provide coverage for benefits delivered through telehealth by licensed providers.

Prohibits insurers from requiring prior in-person contact between a health care provider and patient before paying for covered telehealth services.

Defines "health care insurer" to include insurance companies, hospital/medical service corporations, HMOs, fraternal benefit societies, and other entities licensed under Alaska statutes, with limited exceptions for certain nonfederal governmental plans.

Defines "telehealth" according to the meaning provided in AS 47.05.270(e).

Takes effect July 1, 2019, and applies to health care insurance plans offered, issued, delivered, or renewed on or after that date.
