Adopts the 2012 International Residential Code as Alaska's state residential code, establishing minimum standards for residential construction statewide.

Allows the board to adopt later editions of the International Residential Code or other nationally recognized codes as the state residential code by regulation.

Requires all municipal building codes to meet or exceed comparable standards established by the state residential code.

Mandates municipalities with building codes that do not meet state residential code standards to modify their codes within two years of the act's effective date.

Changes terminology in Alaska Housing Finance Corporation loan requirements from "state residential building code" to "state residential code" throughout existing statutes.
