Amends strict liability standards in AS 46.03.822(a) to add defenses available under a new subsection (n) for Native corporations.

Defines "Native corporation" as having the meaning given in 43 U.S.C. 1602(m).

Relieves a Native corporation from liability for hazardous substance releases or threatened releases if the corporation proves the contamination occurred on land granted to it under the Alaska Native Claims Settlement Act and the hazardous substance was present on the land at the time of the grant.

Repeals AS 46.03.822(c)(3), removing an existing provision related to liability exceptions.
