Amends AS 15.45.510 to add "loss of public confidence in the official" as a ground for recall of state officials, alongside existing grounds of lack of fitness, incompetence, neglect of duties, and corruption.

Amends AS 29.26.250 to add "loss of public confidence in the official" as a ground for recall of municipal officials, alongside existing grounds of misconduct in office, incompetence, or failure to perform prescribed duties.

Allows both elected and appointed state and municipal officials to be recalled based on loss of public confidence, expanding recall authority beyond performance-based grounds.
