Allows individuals to obtain occupational licenses through completed apprenticeships meeting state/federal standards, provided they have completed eighth grade, passed exams, are at least 18 years old, and completed required apprenticeship hours.

Prohibits municipalities from enacting new occupational licensing fees or requirements beyond those existing before the bill's effective date and requires municipalities to waive initial licensing fees for qualifying low-income and military applicants.

Prohibits municipalities from enacting minimum wages that differ from the state minimum wage and prohibits municipalities from purchasing lobbying services for municipal licensing boards or agencies.
