Amends AS 23.35.145 regarding vessel owner claims when a fisherman files for benefits and also claims against the vessel owner's protection and indemnity insurance policy

Removes the "50 percent of" language to allow vessel owners to receive the full amount of the protection and indemnity insurance policy deductible

Caps the vessel owner's benefit at the lesser of the full insurance deductible amount or $5,000

Limits the benefit to not exceed the amount of actual loss incurred
