Amends AS 42.05.990(6) to include broadband Internet access within the definition of telecommunications service provided by public utilities.

Expands the Regulatory Commission of Alaska's authority to regulate entities that furnish broadband Internet access to the public for compensation.

Adds a new definition to AS 42.05.990 establishing that "broadband Internet access" means high-speed Internet access that is always on and faster than traditional dial-up access.

Places broadband Internet providers under the same regulatory framework as other telecommunications service providers in Alaska.
