CSHB 385 - Multi-line Telephone Systems

• Municipalities may require multi-line telephone system operators to comply with Enhanced 911 standards when upgrading or installing systems after January 1, 2019.

• System operators must allow direct 911 dialing without requiring additional codes or access digits and provide verified automated location information including street address, callback number, office/room numbers, and building floors to public safety answering points.

• System operators must maintain location databases updated as soon as practicable after installation and within one business day after any system or facility changes, with information owned by the operator and used only for emergency response.

• Systems not required to comply with the ordinance must post visible notices within five feet of each telephone stating that 911 cannot be accessed by direct dialing and explaining the proper method to reach emergency services.

• Compliance is achieved when multi-line telephone systems meet Enhanced 911 generally accepted industry standards as defined by the Regulatory Commission of Alaska.
