Increases motorized boat registration fee from $24 to $30 for a three-year period and adds boat title fees of $20.

Creates a derelict vessel prevention program and associated fund (consisting of registration fees, vessel sale proceeds, and civil penalties) to reimburse agencies for removal costs and fund compliance incentive programs.

Establishes a comprehensive derelict vessel enforcement framework including civil penalties (up to $1,000 per day), criminal penalties (up to $10,000 fine and 90 days imprisonment), pre- and post-impoundment hearing requirements, and procedures for public auction or disposal of impounded vessels with liability on vessel owners.
