• Changes the Controlled Substances Advisory Committee chair from the attorney general to the president of the Board of Pharmacy or designee.

• Allows detention of persons for up to 48 hours at first appearance if they have a criminal conviction or charge outside the state that is a felony, crime against a person, or sex crime not considered in the pretrial risk assessment.
