Amends AS 38.05.850 to require the state to retain public recreational access rights when issuing permits, rights-of-way, or easements for roads, pipelines, telephone lines, electric transmission lines, and similar infrastructure on state land.

Public recreational access must be retained only if the permit or easement is compatible with public recreation development, is sufficiently large for multiple uses, and can be developed at no cost to the permit holder.

Requires the Department of Natural Resources to solicit proposals from agencies or third parties to develop trails and recreational facilities on the permitted land if conditions are met.

The developing agency or third party must fund all development and maintenance costs for recreational improvements.
