Establishes the Alaska Commission for Women and Girls in the Office of the Governor with 16 members: four legislators (two senators and two representatives) serving as ex officio members, and 12 governor-appointed public members including attorneys, commissioners, and representatives from specified organizations and demographics.

Specifies member terms of two years for legislators and three years for public members, with staggered terms and a maximum of six consecutive years of service; members elect a chair every two years.

Charges the commission with promoting economic, social, legal, and political equality for women and girls through advocacy, education, and analysis of employment policies, violence prevention, educational equity, and barriers facing women.

Requires the commission to submit biennial reports by November 15 before each legislature with recommendations for state law changes to promote women and girls' equality and identify planned programs and activities.

Allows the commission to establish ad hoc committees to study specific issues, creates a dedicated account in the general fund for commission operations, and repeals prior statute AS 44.19.608.
