Amends AS 26.30.020(c) to require the Adjutant General to consider whether a proposed military facility zone designation is consistent with the municipality's comprehensive plan or local zoning ordinances.

Expands the list of factors the Adjutant General must consider when designating military facility zones to include 15 criteria covering economic development, workforce readiness, municipal commitments, community support, and fiscal impacts on the state.

Adds new subsection (d) to AS 26.30.020 providing that the Department of Military and Veterans' Affairs may rely on information provided by municipalities and cannot be held liable for civil damages from designations based on inaccurate or incomplete municipal information.

Takes effect immediately upon enactment under AS 01.10.070(c).
