• Prohibits foreign-influenced corporations and foreign nationals from making campaign contributions or expenditures in Alaska elections, with limited exceptions for segregated accounts and certain organizational communications

• Requires legislative fiscal officer approval for legislator travel outside the United States and mandates a report establishing legislative purpose for such travel

• Reduces per diem payments for legislators if an operating budget bill is not passed within the first 121 consecutive days of a regular legislative session

• Prohibits lobbyists from giving gifts to legislators and legislative employees except for food/nonalcoholic beverages under $15, charity event tickets, and gifts to immediate family members unconnected to legislative status

• Requires legislators to abstain from official action benefiting or harming immediate family members or certain employers, and mandates they declare conflicts of interest and request excusal from voting when they have substantial financial interests in matters before them
