Authorizes the Department of Natural Resources commissioner to sell "Alaska Grown" promotional merchandise and charge fees and license fees for such sales, with merchandise to be produced or manufactured in the United States by Alaska bidders or prison employers when practicable.

Increases the procurement preference for state purchases of agricultural products from 7 percent to 15 percent above out-of-state products when comparing price, availability, and quality.

Increases the procurement preference for state purchases of fisheries products from 7 percent to 15 percent above products harvested or processed outside the state when comparing price, availability, and quality.

Increases the procurement preference for municipalities receiving state money purchasing agricultural products from 7 percent to 15 percent above out-of-state products.

Increases the procurement preference for municipalities receiving state money purchasing fisheries products from 7 percent to 15 percent above products from outside the state, effective July 1, 2018.
