Requires contracting persons (grant recipients, municipalities, and school districts) to select the most qualified and suitable professional for architectural, engineering, or land surveying services on state-funded contracts through negotiation rather than competitive bidding.

Awards contracts at fair and reasonable compensation determined by the contracting person, considering estimated value, scope, complexity, and professional nature of services, with proximity to project site as a consideration factor unless federal law prohibits it.

Permits negotiation with other qualified professionals in order of proposal ranking if initial negotiations with the most qualified professional are unsuccessful.

Allows price to be considered as a selection factor only for repetitious services with thoroughly defined scope and measurable standards, and only if a majority of proposal evaluators are registered professionals in the relevant field.

Exempts contracts awarded in situations of public necessity and contracts that combine design services with construction from these procurement requirements.
