Prohibits manufacture, sale, and distribution of upholstered furniture and children's items containing 10 specific flame retardants, including TDCPP, TCEP, TBBPA, decabromodiphenyl ether, antimony, hexabromocyclododecane, TBPH, TBB, chlorinated paraffins, and TCPP.

Requires manufacturers to label upholstered furniture and children's items containing flame retardants with the statement "This product contains a chemical flame retardant."

Exempts products resold after use if the seller does not engage in regular sales of that product type, or if the seller is a nonprofit entity qualifying for tax exemption under Internal Revenue Code section 501(c)(3).

Establishes civil penalties of $500 for first violation and $1,000 for each subsequent violation, with a maximum annual penalty of $5,500 per person.

Takes effect July 1, 2018.
