Appropriates $1,414,189,397 total for capital projects and grants across multiple state agencies for fiscal year 2018, funded from general funds ($106.1M), designated funds ($42.5M), other funds ($53.8M), and federal funds ($1.2B).

Major allocations include $244M for Alaska Marine Highway System ocean-going vessel construction, $580M for surface transportation programs, and $269.5M for airport improvements.

Funds water and wastewater infrastructure ($64.8M), energy authority rural power systems ($14.3M), housing programs through Alaska Housing Finance Corporation ($33.1M), and environmental conservation projects including drinking water and clean water capitalization grants.

Reappropriates unexpended balances from prior appropriations to Department of Corrections, Fish and Game, Health and Social Services, Labor and Workforce Development, Natural Resources, and Transportation/Public Facilities for specific projects including ferry upgrades and deferred maintenance.

Takes effect July 1, 2017, with certain reappropriation sections taking effect June 30, 2017; appropriations lapse under existing statute unless otherwise designated.
