Transfers banking, insurance, securities, and some economic development functions from the Department of Commerce, Community, and Economic Development to the Department of Revenue.

Moves agriculture-related duties to the Department of Natural Resources, including establishment of the Board of Agriculture and Conservation under the commissioner of natural resources.

Establishes new programs in the Office of the Governor for film production promotion and tourism (including the Alaska Tourism Marketing Board), and creates the Alaska Minerals Commission in the Department of Natural Resources.

Creates multiple revolving loan funds under the Department of Revenue for capstone avionics equipment, child care facilities, rural development, bulk fuel, and other economic development purposes.

Repeals numerous statutes from the Department of Commerce, Community, and Economic Development and reorganizes state employee transfers to implement the new departmental structure.
