Establishes the Legislative Task Force on Reading Proficiency and Dyslexia as a joint task force of the Alaska State Legislature to examine reading instruction, dyslexia effects, and educational reforms in the state.

Task force directed to evaluate and recommend improvements to reading instructional practices, dyslexia diagnosis and treatment, screening methods for preschool through grade 12, and evidence-based instructional approaches for students with dyslexia.

Composed of 12 members: 3 House representatives, 3 Senate members (each including at least one minority caucus member), and 6 public members representing educators, school administrators, nonprofit organizations, parents, and a high school student.

Requires task force to submit final report by March 29, 2019 to the governor, State Board of Education and Early Development, and legislature with findings and recommendations.

Task force expires June 30, 2019; members serve without compensation or travel expenses; chair jointly appointed by House speaker and Senate president.
