Repeals the Workers' Compensation Appeals Commission effective June 1, 2017, transferring workers' compensation appeals to superior court jurisdiction.

Creates new AS 23.30.126 establishing procedures for superior court review of Alaska Workers' Compensation Board decisions, including standards for stays of compensation payments and allowing the director to intervene in appeals.

Preserves decisions and orders of the former Workers' Compensation Appeals Commission as legal precedent unless reversed or modified by a court.

Requires existing cases pending before the Appeals Commission on December 1, 2017, to be transferred to superior court, with the Commission's power to order reconsideration expiring December 2, 2017.

Amends Alaska Rules of Appellate Procedure by repealing rules specific to the Appeals Commission and establishing new standards for superior court review of workers' compensation cases.
