Eliminates general pay increases, merit step increases, and pay increments for unrepresented employees in the executive branch, legislative branch, and University of Alaska for fiscal years 2018 and 2019 due to state fiscal difficulty from reduced oil prices.

Prevents classified and partially exempt executive branch employees from receiving merit step or pay increment increases from July 1, 2017, through June 30, 2019.

Freezes salaries for exempt executive branch employees, the governor, lieutenant governor, department heads, and members of the legislature during the same two-year period.

Allows the governor to voluntarily waive any portion of their salary and permits delayed merit step increases and pay increments to be considered between July 1, 2019, and June 30, 2021, based on time worked before July 1, 2017.

Does not apply to employees covered by collective bargaining agreements or to individual employment contracts entered into before July 1, 2017.
