• Establishes the Municipal Property Assessed Clean Energy Act, authorizing Alaska municipalities to create programs allowing property owners to finance energy improvements through property assessments.

• Permits assessments on privately owned commercial or industrial property for permanent energy-saving improvements, including renewable energy systems, with a maximum assessment period of 20 years or the useful life of the project, whichever is shorter.

• Limits total assessment financing to 20 percent of assessed property value, with projected energy savings exceeding the financed amount; allows waiver up to 50 percent of assessed value with property owner justification.

• Requires municipalities to adopt a resolution of intent, prepare a detailed report, hold a public hearing, and adopt an ordinance; includes provisions for third-party financing, municipal bonds, and recording assessment liens on property.

• Takes effect immediately upon enactment and applies to both home rule and general law municipalities.
