Exempts noncommercial motor vehicles from registration requirements when driven in areas without land-connected road access to a location where driver skills tests are conducted at least once every 12 months.

Requires the Department of Transportation to annually publish and maintain a list of areas lacking land-connected road access to driver skills test locations, available at department offices and online.

Exempts noncommercial motor vehicles from mandatory motor vehicle liability insurance requirements when operated in areas included on the department's published list of disconnected areas.

Modifies ignition interlock device requirements for drivers with revoked licenses, waiving the requirement when operating motor vehicles in areas on the department's published list of disconnected communities.

Repeals AS 28.22.011(b) and consolidates off-highway area definitions into AS 28.10.011(b) based on land-highway connectivity and average daily traffic volume thresholds.
