Amends AS 45.55.060(a) to add a ground for denying, suspending, or revoking securities registration: persons whose occupational license issuance or renewal is denied under AS 25.27.244 (relating to student loan default).

Removes reference to AS 14.43.148 from the list of grounds for license denial, replacing it with the sole reference to AS 25.27.244 as the student loan default provision.

Repeals AS 14.43.145(a)(4), AS 14.43.148, and AS 21.27.390(d), eliminating previous student loan default provisions from education and insurance licensing statutes.

Consolidates student loan default license denial authority under a single statute (AS 25.27.244) applicable across occupational licensing categories.
