Establishes a position of executive administrator for the Board of Pharmacy as a principal executive officer in the partially exempt service with a salary at Range 23 step, responsible for licensing regulation duties and liaison functions to government and other state boards.

Expands Board of Pharmacy powers to license and inspect wholesale drug distributors, third-party logistics providers, and outsourcing facilities located outside the state before they ship prescription drugs to or advertise in Alaska.

Requires out-of-state facilities seeking to ship prescription drugs to Alaska to obtain a license, appoint an agent for service of process in the state, and authorize board inspections.

Mandates that drug compounding, storage, and dispensing standards comply with the federal Drug Supply Chain Security Act (21 U.S.C. 201-208) and requires outsourcing facilities to register with the FDA and comply with the Drug Quality and Security Act of 2013 (21 U.S.C. 503B).

Adds definitions for "outsourcing facility" and "third-party logistics provider" to pharmacy statutes and makes most provisions effective July 1, 2018, with certain sections taking effect immediately.
