Removes "investigation fees" from the list of occupational licensing fees that the Department of Commerce, Community, and Economic Development may establish separately.

Creates a new pro rata investigation surcharge that applies uniformly to all licensees under Chapter 8, with the total surcharge collections approximately equaling actual investigation costs for all occupations.

Replaces the term "regulatory costs" with "licensing and administrative costs" throughout the statute, excluding investigation costs from this calculation.

Requires annual department review of investigation surcharges and licensing and administrative costs, with January reporting to the office of management and budget on any necessary adjustments.

Effective January 1, 2018, with the department authorized to immediately adopt implementing regulations; applies to all initial licensure and renewal applications submitted on or after that date.
