Establishes $100 annual administrative registration fee for persons, groups, and nongroup entities filing reports with the Alaska Public Offices Commission, and $100 fee for candidates when registering campaign treasurers.

Exempts constitutional convention delegates, judges seeking retention, municipal candidates under certain circumstances, and nongroup entities with annual budgets of $250 or less from the $100 registration fee.

Modifies lobbyist registration fees by replacing a flat $250 fee with tiered contract fees: $150 for contracts under $10,000; $350 for $10,000-$24,999; $650 for $25,000-$44,999; and $850 for contracts of $45,000 or more.

Creates $50 annual administrative registration fees for public officials and persons required to file disclosure statements under separate state ethics and lobbying reporting chapters.

Takes effect January 1, 2019.
