Prohibits railroad corporations from blocking, limiting access to, or charging adjacent landowners for use of railroad rights-of-way as defined in 45 U.S.C. 1202(11).

Allows corporations to bring legal action to stop adjacent landowner use that materially interferes with rail operations or creates substantial safety issues.

Requires corporations to record a notice of adjacent landowner rights in the same recording district where the original railroad patent was recorded, including the patent number, property description, and recording details.

Defines "adjacent landowner" as a patent holder or successor whose property title vested before January 1, 1983 and was adjacent to a railroad corridor with an Alaska Railroad reservation under the Alaska Railroad Act of 1914.
