Restricts committee room scheduling during the 14 days immediately preceding adjournment to legislative committee meetings only.

Removes introduction of guests and legislative citations from the daily order of business during the seven-day period immediately preceding session adjournment.

Requires committee chairs to return bills to the chief clerk or senate secretary with written notice if a committee has not acted within 14 days.

Changes the personal bill introduction deadline from the second regular session to the thirty-fifth day of a regular session.

Clarifies that bills introduced in the first regular session do not carry over to the second regular session unless passed before adjournment sine die, and allows automatic adjournment sine die on the 91st legislative day without requiring a second session motion.
