Amends Rule 23(a) to change notice requirements during the first week of the first regular session from "24 hours notice must be given" to "notice shall be given not later than the day preceding the meeting"

Maintains requirement that committee chairs provide written notice to the chief clerk or secretary by 4:00 p.m. on Thursday preceding the week of meetings for standing, special, and joint committees

Keeps five-day advance notice requirement for first public hearings on bills and resolutions, with ability to waive by motion and majority vote of full house membership

Amends Rule 23(d) to change notice requirement for committee meetings scheduled after a conference committee is chosen to consider the general appropriation act from "at least 24 hours before" to "not later than the day preceding" the meeting
