Amends Rule 1(e) of the Uniform Rules of the Alaska State Legislature to require the Committee on Committees to consist of at least five members including the presiding officer.

Extends minority representation protections to the Committee on Committees, ensuring the minority is entitled to proportional seats based on their percentage of total house membership or one seat, whichever is greater.

Maintains existing requirements that all committee memberships total to an uneven number and that fractional minority seat entitlements are rounded down.

Defines "minority" as a group of members who have organized, elected a minority leader, and constitute at least 25 percent of total house membership.

Requires Committee on Committees reports to be approved by majority vote of the full house membership.
