Suspends Rule 23(a) notice requirements for committee chairs, reducing notice from preceding Thursday and five-day requirement to 24 hours before meetings during the First Session of the Thirtieth Alaska State Legislature.

Suspends Rules 20, 21(c), and 24(a) regarding committee meeting restrictions until the Alaska House of Representatives passes a state operating budget to the Alaska Senate.

Authorizes the Speaker of the Alaska House of Representatives to direct standing and special committee chairs to limit committee meetings to measures that substantially relate to and have as their primary purpose appropriating, raising, or allocating state revenue.

All suspensions remain in effect only until the Alaska House of Representatives passes a state operating budget to the Alaska Senate.
